What is an observed holiday date?
For standard Monday-Friday schedules, a fixed-date holiday that falls on Saturday is usually observed on the preceding Friday, and one that falls on Sunday is usually observed on the following Monday.

Actual dates are the calendar holiday dates. Observed dates are the weekday closure dates used for federal employment and many planning workflows.
